It works with CD/DVD/USB flash drive, but many users failed to use USB flash drive because of unknown error. So here I will take CD for example to show you how to clear Windows Vista administrator password.
Things required: Another computer with CD/DVD writer which you can login with admin account, a blank CD/DVD, Free ISO Burner, a CD/DVD-ROM in your locked computer.
In fact, this method requires you to create a boot CD/DVD by burning Offline NT Password Editor image file to a writable CD/DVD. Then boot your locked computer from the CD/DVD disk to remove forgotten Windows Vista admin password.

Section 1. Create a Boot disk with a writable CD on another computer.
You’ll need to create a boot disk using another computer. If you don’t have an available computer, you’ll have to bug one of your friends to use theirs.
1. First, you’ll need to download the Offline NT Password & Registry Editor ISO image from their site.
2. Free download and launch Free ISO Burner, which is a really simple piece of software that helps you burn an ISO image to a disk. Note: if you have some other application for burning an ISO image, you can use that instead.
3. Choose the Source of Offline NT Password Editor, click the burn button, and create the boot disk.

Once you have created the bootable disk, remove it from the other PC and insert it into your locked machine to start password removing task.
1. Put your created boot CD in CD/DVD-ROM of your locked Windows Vista computer.
2. Start/Restart the computer, press F12 or F12+Fn as soon as possible to open boot option menu. Select CD/DVD disk and press Enter key to boot from it. If you have any question in this step, please refer to: how to set computer to boot from CD/DVD.
3. The computer will boot from CD and load Offline NT Password Editor screen.
4. For a moment, it will give you several options. You only need to select "Windows Partitions" option. Just to type 1 and hit Enter key.
5. The program will identify the SAM file from system drive that your password was stored in it. Type 1 and hit Enter to select "password reset" to continue.
6. Password information in SAM file will be loaded, type 1 and hit Enter to select "Edit user data and passwords".
7. All user accounts of Windows Vista will be shown in list. Now you are able to remove any user account password. Type Administrator(or your user name) and hit Enter.
8. Type 1 and press Enter to clear the Administrator's password.
9. You have successfully clear the password. If you want to remove other user accounts' password, redo step 7 and 8. If you want to finish it, you will need to save changes in SAM, type ! and hit Enter to continue.
10. Type q and hit Enter.
11. It will prompt you if to save and write files back? Type y and hit Enter.
12. Sam file has been saved wrote back successfully. Type n and hit Enter.
13. Now you can remove your boot CD, press ctrl+alt+delete keys to restart your computer.
14. After restating, you can log into Windows Vista with Administrator account without password!
This method may be a little complex for new hand, but it is working perfectly and free.
